On July 10, 2001, Tenet met with his counterterrorism chief, J. Cofer Black, at CIA headquarters to discuss recent intelligence concerning Bin Laden and its organization. Black argued that communication intercepts were evidence of an imminent attack on the United States. The case was so compelling that Tenet decided that they should go speak to Rice immediately. On their way to the White House, Tenet called Rice to inform her of his unscheduled visit. She accepted to see him.Based on the volume of the data, Tenet was convinced that the "Big One" was coming.
